PERL as a programme works with stakeholders across government, the private sector, the media, and civil society organisations in Nigeria. The programme previously operated at three levels across seven locations but now operates within three locations and at the federal level

  • State level: the programme currently works in three partner states – Kano, Kaduna, and Jigawa – with a focus on health, education, and open societies (Budget, Local governance, Internal Revenue) interventions. There was also work in post-conflict recovery in the North East states of Borno and Yobe which the programme has exited. 
  • Regional level: The programme supported regional learning through reform hubs in the South West, South East and North East.

Federal level: The programme currently works to ensure public sector reform is achieved and sustained at the highest level of government. This also creates opportunities for vertical and horizontal linkages to ensure that federal policies are implemented at sub-national levels and that learning flows between the different levels of government.
